Turkey grants citizenship to foreigners who invest in real estate. Since 2022 the minimum is USD 400,000. Your spouse and your children under 18 can be included in the same application. There is no requirement to live in Turkey.
The main conditions
- Minimum value: one or more properties worth at least USD 400,000 (or the equivalent in other currencies) in total.
- Valuation report: the value is confirmed by a valuation report from an appraisal company licensed by the Capital Markets Board (SPK). Both the sale price and the valuation must meet the minimum.
- Payment through a Turkish bank: the money is paid through a bank in Turkey, and foreign currency is sold to the bank for Turkish lira. The bank gives you a currency exchange certificate (Döviz Alım Belgesi) that proves the investment.
- 3-year holding period: a note is added to the title deed that the property cannot be sold for 3 years.
- Not used before: a property that was already used for a citizenship application cannot be used again. Some purchases between foreigners are also not accepted — check this before you reserve.
The process
- Choose the property (or properties) and get the valuation report.
- Pay the price through a Turkish bank and get the currency exchange certificate.
- Transfer the title deed with the 3-year no-sale note.
- The land registry issues a certificate of conformity (uygunluk belgesi).
- Apply for a residence permit for investment purposes.
- Apply for citizenship for you and your family. After security checks, the decision is made in Ankara.
The whole process usually takes several months. A lawyer who specialises in citizenship applications can handle most of it for you.
Documents you will usually need
- Passports, with sworn translations
- Birth and marriage certificates (apostilled or legalised, and translated)
- Biometric photos
- Title deed, valuation report and currency exchange certificate
- Proof of the application fees
Be careful with inflated prices. A property must really be worth USD 400,000 for the valuation report. If a seller asks much more than similar homes nearby, ask for comparable prices or an independent valuation.
